As part of the US 41 Project that spans over 17 miles of highway in Winnebago County, the WIS 21 interchange will be reconstructed so that WIS 21 passes over US 41 (currently, WIS 21 passes beneath US 41). The project includes the construction of roundabouts along WIS 21 and will also include bicycle and pedestrian accommodations. This project will impact travel in the Oshkosh area and WisDOT encourages you to attend the preconstruction meeting to learn more about the upcoming construction activities and schedule.
CONSTRUCTION TIMELINE
WIS 21 interchange construction will be staged to enhance safety and minimize travel delay. Staging
strategies include temporary pavement widening and a temporary US 41 bypass at WIS 21 to maintain two travel lanes in each direction during construction. WisDOT began construction on the WIS 21 interchange in Fall 2011 to prepare for the 2012 construction work. The 2011 work included temporary shoulder widening along US 41 and the construction of the temporary US 41 bypass. 2012 and 2013 construction staging and schedule information is summarized below.

Construction on US 41 northbound lanes will continue through July 2013. WisDOT will continue to stage construction to maintain two lanes of traffic in each direction, with nighttime lane closures on US 41. The WIS 21 interchange will remain open throughout the 2013 construction season.
To ensure that the construction of the WIS 21 interchange is completed on time, WisDOT is using
an incentive payment/disincentive pay reduction plan. The contractor shall be entitled to an incentive
payment of $50,000 per day (maximum incentive payment shall not exceed $500,000) for each day
of completion of all the work necessary to open the WIS 21 interchange prior to November 15, 2012.
Conversely, should the contractor fail to complete all of the work necessary to open the WIS 21 interchange by November 15, 2012, the contractor is liable to the department for a pay reduction in the amount of $50,000 per day for each day after November 15 the work remains incomplete.
